JOB DESCRIPTION

TITLE:                       Superintendent
DEPARTMENT:          Wastewater
REPORTS TO:           City Manager
FLSA STATUS:          Exempt

NATURE OF WORK
Responsible supervisory and technical position providing knowledge in the maintenance and repair of wastewater collection systems.   Work provides direct supervision of field personnel including, but not limited to, assigning and monitoring work, responding to public complaints, and department safety.

ESSENTIAL JOB FUNCTIONS
1.         Assigns work crews for work connected with maintenance and repair of water treatment and waste water collection systems; provides field supervision.

2.         Updates personnel time sheets, overtime, and stand‑by to ensure accuracy. Prepares work schedules, trains
personnel and assigns duties.

3.         Develops regular and preventive maintenance programs and implement.
Performs regular diagnostics of equipment and periodically calibrates equipment.

4.         Responds to complaints from public.

5.         Responsible for upkeep of Sanitary Sewer Reports and sanitary sewer stoppage map; completion of sanitary sewer discharge reports.

6.         Assists in budget preparation; evaluates department personnel.

7.         Participates in department safety committee with topics for safety meetings.

8.         Other duties as assigned.

EDUCATION, TRAINING AND EXPERIENCE REQUIRED
The position requires the understanding of a body of knowledge comparable to that acquired in an academic field of study (typically a high school degree or equivalent and five or more years of directly related work experience in closely related field).

SUPERVISORY RESPONSIBILITY
Supervises a functional unit or area.

SPECIAL CERTIFICATES, REGISTRATIONS, LICENSES REQUIRED
A Commercial drivers license is desirable. Must possess State Department of Health licenses B operator for water or wastewater and C lab licenses. Must have a valid Oklahoma drivers license and an acceptable driving record.

PHYSICAL/MENTAL REQUIREMENTS
Must be able to use a computer with a working level of proficiency.  There may on occasion be some moderate lifting of equipment, some inconvenience or discomfort in work assignments, etc.

ENVIRONMENTAL CONDITIONS AND SAFETY CONCERNS
Some minor physical inconvenience or discomfort routinely present in the work situation.  About 50% of the time the incumbent is indoors.  Job requires the incumbent to be aware of and observe safe working procedures.

Position Summary
The qualified incumbent performs technical work in the maintenance and repair of water/wastewater systems.  Performs repairs, preventive and corrective maintenance on water distribution systems, valves, hydrants, meters and mains and on wastewater  collection systems, mains, manholes, clean outs etc, process equipment including; pumps, blowers, motors and maintains pumps, electrical controls, emergency signaling and related components.  Cleans and maintains wet wells, lift stations, grounds, facilities and related equipment.  Position may require some overtime, weekend, and holiday work as well as On-Call responsibility.

Skills/Knowledge/Education

  • Hands-on experience in light duty electrical power systems (240 V/ single and three phases) and instrumentation calibration and use.
  • Ability to use and direct excavation crews for repairs of underground utilities, including past demonstrated experience using backhoe and driving a small dump truck.
  • Able to operate hand tools, pneumatic tools, air compressors and other small equipment related to the maintenance trades
  • GIS and GPS mapping experience is desired.
  • Must possess a valid driver’s license, CDL desired
  • Prefer state certified Water and/or Wastewater Operator license.
  • Possess strong computer skills: Microsoft Office, Word, Excel.

The City of Pittsburg Kansas is seeking qualified candidates for Waste Water Treatment Plan Superintendent .Qualified individuals must possess a Bachelor’s Degree in Civil Engineering, Chemistry, Biology or related field and also have four to six years of experience in wastewater treatment, including Kansas Class IV certificate (or able to obtain within 6 months of employment). This position oversees all operations and maintenance of the treatment plant, including personnel, lift stations, other equipment and related systems.

The Plant is a fully automated, state of the art facility that treats all raw sewage generated in the community. The plant incorporates a nutrient removal advanced activated sludge treatment component of 8.0 MGD. The WWTP has a total peak hydraulic capacity of 48 million gallons per day, but on average  treats 3.0 MGD of wastewater.
